First you must turn vBulletin OFF in the Admin Control panel go to vbulletin options and then you will see FORUM ACTIVE ,turn it NO and write a message in the field and cick SAVE

First you must rename it  and delete the “.new”  so it will be “config.php”

Now open config.php with notepad or with a php editor and edit this lines
